Winsvm2.0 is svm algorithm with the best parameters optimization algorithm, running in window system,and is the upgrade version of winsvm1.0 published in 2006,increase GA search optimize parameters.and "C" search optimize parameters in two range from 0~1 and 1~1001, and increase regression's multi-target predict.
